Alberta’s Path to a New Restructured Energy Market
On April 4, 2025, Aaron Engen, the CEO of Alberta Electric System Operator (AESO), along with Minister of Affordability and Utilities Nathan Neudorf, hosted a pivotal roundtable breakfast. This event brought together industry CEOs and leaders, including Paul Grod, CEO of Rodan Energy. The roundtable provided a crucial platform to discuss the advancement of the Restructured Energy Market (REM) and its impact on Alberta’s energy future.
Alberta’s Legislative Push Towards a Renewable Energy Future
The Government of Alberta is set to introduce new REM legislation on April 9, 2025. This legislation aims to accelerate the province’s transition to the new restructured energy market by 2027. AESO will play a key role in developing the detailed rules and regulations that will guide this ambitious shift.
Key Updates from AESO
During the roundtable, AESO shared important updates on the REM design. Some significant adjustments include:
- Streamlining Market Focus: The day-ahead commitment market and day-ahead energy scheduling market have been withdrawn, while the day-ahead market for reliability products will be retained and expanded.
- Enhanced Market Design: New features include ramping reserve products, a reliability unit commitment mechanism, and an increased energy offer cap exceeding $999.99/MWh to encourage investment and responsiveness.
Enhancements to Energy Market Design
New Market Elements:
The development of ramping reserve products, the introduction of Supply Cushion Regulation for reliability unit commitment, and an increased energy offer cap are key updates to enhance market responsiveness.
Continuing Strategies:
The co-optimization of energy and reserves includes an expanded real-time price cap of $3,000/MWh. Additionally, advanced congestion pricing management utilizing Locational Marginal Pricing (LMP) is coordinated with Optimal Transmission Planning (OTP). To further enhance market power mitigation, a secondary offer cap has been introduced.

Driving Innovation with Demand Response and Battery Energy Storage Systems
Demand response (DR) and battery energy storage systems (BESS) emerged as key priorities during the roundtable discussion. These technologies are crucial for reducing grid stress and enhancing reliability. Rodan Energy is at the forefront of implementing DR and BESS, advancing demand side management (DSM) strategies and improving the Advanced Metering Infrastructure (AMI) system for more efficient grid operations.
The Need for Strategic Reserves
Ensuring grid reliability through strategic reserves was another focal point of the roundtable. To address this, AESO will host an in-person engagement session on April 10, 2025, where participants can delve into the proposed refinements. Additional details and updated REM materials will be made available by the end of May. Although rule approval may be delayed until early 2026, the implementation timelines for the strategic reserves will remain unchanged.
